Lennis Fludd holds a Masters degree in Public Administration (2006) from Strayer University and Bachelor of Science degree (1976) as a graduate of the United States Merchant Marine Academy (USMMA). Lennis has been employed with the Maritime Administration (MARAD) for 31 years. In addition to his duties as the Chief of Staff for the National Maritime Domain Awareness Coordination Office (NMCO), he is the Functional Requirements Manager for MARADs MarView project and Coordinator for the agency participation in the CBP led government wide ITDS effort. During his time in MARAD, he has also served as Acting Deputy Associate Administrator for Administration and Acting Director of the Office of Financial and Rate Approvals as well as Supervisory Transportation Industry Analyst responsible for financial review and analysis of program participants in the Operating Differential Subsidy (ODS), Title XI, Marine Hull Insurance, Offshore Deep Water Port and Maritime Security Program (MSP) programs. Lennis supervised termination of the ODS program including maintenance of financial reporting elements of the program, establishing annual budget guidelines and financial integrity of the system. He also served as Director of Candidate Recruitment, U.S. Merchant Marine Academy, responsible for nationwide recruitment of Minority candidates for admission to the Academy. Mr. Fludd has also represented MARAD on numerous modal working groups, served as the Deputy EEO Officer of the agency (1999-2007) and is a former President of the Washington, DC chapter of the USMMA Alumni.

Lennis and his wife, Patricia celebrated their 30th anniversary during 2007. They live in the state of Virginia and have three children.
