  Three topics on Law & Policy, Science & Technology, and Regional & Global Collaborative MDA will be presented twice - Attendees should participate in two topics prior to lunch. The purpose of the breakout session is to give a quick, very brief update to industry and vice versa on what changes have taken place with regard to global maritime safety, security, commerce, and the environment. Additionally, this forum will promote follow-on dialogue in the afternoon working groups and issues to be raised to the following day "Flag Panel Discussion". Three speakers will be restricted to 10 minute presentations with a moderator to guide discussion for ten minutes. If finished early please break for coffee. For in-depth discussions please utilize breaks which are built into the schedule.

  The working groups are an opportunity for industry and government to partner on global issues, congressional mandates, and executive decisions that upset the equilibrium between safety, security, commerce and the environment. As an example: Does 100% cargo screening as mandated by the Safe Port Act of 2006 create an unachievable goal and provides very little value to security but heavily impacts commerce? What is the right balance? What is the right risk? Does an amendment to the Safe Port Act need to be initiated? This is just one example and a question bank of fifteen to twenty questions has been provided by maritime stakeholders that will help "chart the course" for the right balance. (Please see attached questions and working group room location).

  The Global Maritime Information Sharing Symposium (GMISS) is an opportunity for open and frank discourse between government and industry. It facilitates a venue for the global maritime community of interest to come together for the free exchange of ideas. This session will include five flag-level US government officials who will participate in an unrehearsed discussion on MDA. The two hour session will consist of five minute opening statements from each participant, followed by a questions and answers time with GMISS attendees. The flag panel will offer GMISS attendees the opportunity to converse with senior US government officials, examine the previous two days' finding, and express viewpoints to the panel. Rather than through filtered and watered down channels, senior USG leadership will hear directly the problems that the maritime industry is confronted with as the USG continuously strives for the right balance between safety, security, commerce, and environment.
