PrincipalsOn May 12, 2010 the Addendum to the National Concept of Operations for Maritime Domain Awareness was approved by the Maritime Security Interagency Policy Committee. The addendum addressed the coordination structure for National Maritime Domain Awareness. A whole-of-government approach to improving the nation's MDA, requires full stakeholders participation. US federal government departments and agencies shall coordinate and cooperate at every possible opportunity to decrease costs, increase effectiveness and ensure productive exchange with our state, local, tribal, business and industry, and international partners. The Maritime Domain Awareness Stakeholder Board is comprised of representatives from all departments and the intelligence community. It meets quarterly for the purpose of sharing information, coordinating efforts, and advising the Maritime Security Interagency Policy Committee (MSIPC) on MDA issues. This is done through their Executive Steering Committee. The MDA Stakeholder Board Executive Steering Committee (ESC) Is comprised of department Executive Agents for MDA (currently DoD, DHS, and DoT) and the designated representative of the Intelligence Community. It meets at least biweekly and is responsible to the MSIPC for executing the tasks listed in the MDA CONOP. Chairmanship of the ESC is rotated among the four members every 12 months. The current chairman is the Department of Homeland Security Executive Agent for MDA. The chairman's sole functions are to lead ESC and Stakeholder Board meetings and, when all four members are not able to attend, represent the group at external meetings such as the MSIPC.
