Working Group A Minutes
September 10, 2008
Working Group A first convened initial discussion on a way forward to address issues identified at the Global Maritime Information Sharing Symposium (Aug 19-21, 2008).

Initial conversation revolved around confirmation of report that has been received, and a
feedback loop to ensure that once a report has been sent a response is generated from authorities to ensure that successful transmission of report has been received and the report is in compliance.
Investigation revealed the issue of the
feedback loop had already been addressed:
The master of the ship submits the 96 hr NOA and shortly thereafter receives an acknowledgement of receipt via E-mail. Then, prior to the 72 hr submission time, the master receives a confirmation that the NOA is accepted (or not) and indication of what, if anything, is wrong if it is not accepted. The only hitch is not to cut the submission too close to the hour of submission because that can result in delays.
Mr. Grasso stated that the costs of keeping a 50-60K GWT ship at bay the costs of labor, fuel, could reach approximately $75,000 - $90,000 per day.
Captain Crissy stated that although, the conversation was good start we should encourage more participation by Subject Matter Experts (SME's) to ensure that more information is available to all trying to tackle information sharing issues between government and industry.
Both Mr. Mike Matis and Keith Barber found the WG-A conference call a good first step to ensure cooperation and coordination between both government and industry but further coordination was warranted.
Recommendations:
Prior to next conference call OGMSA will ensure that Subject Matter Experts (SME) from both Government and Industry can participate to ensure that additional information is available to identify and then rectify the identified issue.
