What are the Barriers to Effective Information Sharing?

With respect to interagency information sharing, it has been stated that technology is easy and policy is difficult. Are there policy, cultural and/or other barriers to effective interagency information sharing? If so, then what are the barriers to effective interagency information sharing? Do you have personal experiences or examples that can be shared for learning purposes?

One of the main barriers to effective information sharing lies in the need to protect sources of information, particularly classified and law enforcement sensitive information. Developing methods to creatively disseminate information without revealing these sources is a critical component in developing truly effective information sharing.
