What are the Specific Solutions to Specific Barriers?

Provide recommendations ("Best Practices") on how to overcome interagency information sharing barriers. To help get the discussion underway, here are a few suggestions: Establish performance based incentives (by agency and by individual) e.g., incorporate into a departments and/or individuals' performance ratings, make leadership directly accountable by including information sharing as part of their perform annual audits, document root causes for barriers and establish an interagency adjudication board, etc.
